Complainant has reported a tweet in which the author alleges that Zuma obliviously knows that the IEC is in the business of rigging elections. Hence, Zuma knows he and his MK Party have "no chance to win".

Background & Outcome

Borderline case. At its core, the assertion that the IEC rigs elections and that Zuma has historically been part of election rigging is false and misleading. However, in totality the content appears to be an honestly held opinion on a matter of public interest. While there is no evidence to support the misleading assertion on the rigging of elections, it is very difficult to conclude that the author intended to cause public harm by expressing his views on the matter.
