The tweet reads: "Amasela [thieves] will always steal. #ElectionResults" and includes a video of a man taking what appears to be ballot papers out of a backpack and putting them into a ballot box while a voice in the background is heard counting the ballot papers being put into the box. There seems to be no effort to hide what is happening. However, the author of the tweet is implying that this is an act of vote rigging. We do not have enough information to rule on the video clip. What is clear is that the author of the tweet intends to use it to create the impression that the film clip shows vote rigging in action.
