While the content may be attempting to convey a message that the election was rigged such message is not the only message which can be conveyed. The claim that a particular party "won the elections" can also be an indication that the party outperformed certain expectations or that the party achieved its objectives etc ... In particular it can refer to having caused the most disruption and discord. In this way the claim "probably won the elections" is not an assertion of having attained 50% of the vote.
